compensation of non-government members of the Virgin Islands Water and Power Authority 
Governing Board and establishing a lower quorum requirement for the board and committees

Be it enacted by the Legislature of the Virgin Islands:

SECTION 1. Title 30 Virgin Islands Code, chapter 5, subchapter II is amended as

follows:

(a) 
In section 103(a), strike “Non-government members shall be compensated at the 
4 
rate of $175 a day for each day or fraction thereof spent in the work of the Authority.” and 
5 
insert “The Governing Board shall establish the compensation for non-government members 
6 
for their time spent in the work of the Authority.”;

(b) 
In section 104(b), strike “Four” and insert “Three” and add a new sentence, “Fifty 
8 
percent of the membership of a committee shall constitute a quorum for the purpose of 
9 
conducting committee meetings and all committee action shall be by majority vote.”

BILL SUMMARY

This bill amends title 30 Virgin Islands Code, chapter 5, subchapter II, section 103(a) to 
12 
grant the Water and Power Authority Governing Board the authority to set the compensation  
13

of non-government members and also amends section 104(b) to establish a lower quorum for

the board and committees to conduct official business.
