Honorable Senators, 
Thank you for the opportunity to speak today. My name is Jabari Blash, and I serve as the Fund 
Manager at Kobe Holdings Ltd. I appear before you with humility and respect to request your 
consideration for a long-term lease on the property located at 35F Estate Nisky No 6, Southside 
Quarter. 
This request is not solely about securing a parcel of land. It is about establishing the stability 
required to grow a business that contributes meaningfully to the economy of St Thomas. 
Operating a successful enterprise in this territory presents real challenges. Too often, prosperity 
is not encouraged, and entrepreneurs like myself find ourselves facing obstacles that should not 
exist, including resistance from those who would rather see us fail than succeed. 
A long-term lease on this property would enable Kobe Holdings Ltd to reinforce its foundation, 
safeguard its operations from external pressures, and most importantly, create opportunities for 
growth that extend beyond our company. With this stability, we can invest with confidence, 
expand our services, and generate economic activity that benefits the broader community by 
creating jobs, supporting local vendors, and inspiring other entrepreneurs who aspire to 
succeed here at home. 
I respectfully urge this Senate to view this lease not as a personal request, but as an affirmation 
that entrepreneurship and economic development are valued and supported in the Virgin 
Islands. With your support, my journey as a business owner can advance to the next stage, and 
together, we can demonstrate that determination, hard work, and community investment will 
always prevail over adversity.
