July 26, 2019 AMENDMENT TWO (2) RFP-024-2019 (P)- Territory-Wide Government Wide (GWAN) and Land Mobile Radio Public Safety (LMR-PS) Architectural & Engineering Services. INSERT: QUESTIONS AND ANSWERS QUESTION # 1: Do the respondents to this RFP need to include, on the proposal response, in any way or form: a pre-liminar P-25 system design, pre-liminary coverage maps, evaluation of the microwave back haul (GWAN), "in-building" coverage deficiencies, etc. as explained on the Statement of Work? Answer: No. There are no preliminary deliverables at this stage. The contractor is supposed to asess the systems outlined in the RFP and be able to provide a cost for this work based on the Scope of Work. QUESTION # 2: Or does the proposal simply need to state, in detail, how does each proponent intends and will be able to address and deliver the individual items described on the Statement of Work? Answer: Yes. The deliverables defined by the Scope of Work need to be addressed by each contractor. The contractor must show that they are able to provide the best value and can perform the work. Please look at "Section J. Contents of Proposal" in the RFP. At this stage, the contractor will show that they can do the work, the approach they will use and the cost for this work. QUESTION #3: If this is the case (if the answer to QUESTION # 2 is a "yes"), then the proposal submitted with the RFP should only explain in a detailed manner, with supporting materials and or graphs, how does the Statement of Work will be addressed in the event that the respondent is awarded the contract. This also implies that no price estimations for repairs, upgrades or corrections, coverage estimations and plots/maps, P25 system design, site evaluations or assessments, etc., need to be presented with the proposal. > Is this understanding correct? Answer: Yes. The items listed in the Scope of Work are deliverables that the contractor must be able to provide once they are awarded the bid. All the price estimations for repairs, upgrades or corrections, coverage estimations and plots/maps, P25 system design, site evaluations or assessments, etc. are deliverables once the contractor is awarded the bid.
