ORDER 
 
WHEREAS, on August 29, 2022, Donald G. Cole, Executive Director of the Virgin Islands 
Public Services Commission (hereinafter “the Commission” or “PSC”) submitted his resignation 
effective September 9, 2022; and  
 
 WHEREAS, pursuant to Virgin Islands Code Title 3, § 45 provides, in relevant part: 
 
(a) … The administrative management of the duties and responsibilities of the Public 
Services Commission under this chapter are vested in an Executive Director who is 
appointed by the Governor, upon recommendation of the Commission, and with the 
advice and consent of the Legislature. … 
 
(c) The Public Services Commission shall appoint an Assistant Executive Director 
from the alternate district in which the Executive Director is located; and 
 
WHEREAS, on September 26, 2022, the Commission held a Regular Meeting at its office 
located at No. 1003 Estate Ross, Suite 4, Barbel Plaza on the island of St. Thomas, United States 
Virgin Islands and via Zoom videoconference; and  
 
WHEREAS, upon review and deliberation, and pending the nomination, appointment and 
confirmation of a new Executive Director, the Commission voted to appoint the current Assistant 
Executive Director, Ms. Sandra Setorie of St. Croix as the Interim Executive Director, and Ms. 
Tisean Hendricks of St. Thomas as Interim Assistant Executive Director for the Commission; and 
 
NOW THEREFORE, the Commission finds and ORDERS that Ms. Sandra Setorie is 
appointed as Interim Executive Director and Ms. Tisean Hendricks as Interim Assistant Executive 
Director for the Commission.
