Segarra site (San Jose Project) on Water Island, U.S. Virgin Islands for the period of 1948 through 1950. Based on a meeting of November 16, 2000, the focus of the analysis was to cover the Flamingo Bay Landfill area, Test Area 4 and Test Area 5. However, additional data are presented which covers the entire island. The TEC analysis objective was to identify potential areas of concern (such as ground scars). Such features may be related to the testing of chemical weapons material, but due to the absence of aerial coverage during the time frame of the San Jose Project, such features could be related to other non-military activities. Features identified from aerial photography were identified as ground scars, cleared areas or noted by more definitive terms if known, such as gun ernplacements. Supplemental data, such as documents and ground photos have been incorporated into this analysis. This report presents the results of that collection and analysis. The study was compiled by the U.S. Army Topographic Engineering Center's Operations Division, Hydrologic and Environmental Analysis Branch (CEERD·-TO-H) located in Alexandria, Virginia. The analysis in this report is primarily based upon interpretation of black and white and color aerial photography over the project area spanning 1945 to 1999. Stereo viewing was employed where overlapping photographs permitted its use. A list of aerial photography collected by TEC appears in Table 1. Table 2 is a list of the digital orthophotos that were produced. The orthophotos were incorporated into the geographic information system (GIS) product created by TEC in December 2000. CLEARED AREA Area from which man has removed trees, shrubs or other natural vegetation cover. DEPRESSION Area sunken below its surroundings. EXCAVATION Cavity in the earth formed by digging or scooping out materials. GROUND SCAR Ground surface, vegetated or not, where marks from a previous activity or feature, or from a subterranean feature, are visible. Ground scars can result from many things and therefore vary greatly in appearance. Examples are covered disposal sites, clearing activity, filled in holes/depressions. DISTURBED GROUND: Rough ground surface that has been cleared, overturned, dug up, filled and/or changed from the surrounding area. MOUNDED MATERIALS Substance which has been placed in piles in the vicinity of a site.
