issued to Joel Ureta for the use and occupancy of submerged lands seaward of Heathen Cove, 
Chenay Bay, St. Croix, Virgin Islands and for the installation of a recreational buoy with a

WHEREAS, on February 17, 2023, the Commissioner of the Department of Planning

and Natural Resources issued Minor Coastal Zone Permit No. CZX-22-22W to Joel Ureta for

a term of 10 years; and  
3 
WHEREAS, Minor Coastal Zone Permit No. CZX-22-22W authorizes Joel Ureta to use 
4 
and occupy the submerged lands seaward of Heathen Cove, Chenay Bay, St. Croix, Virgin 
5 
Islands and to install a recreational buoy with a mooring. The buoy is to be installed at Heathen 
6 
Cove, Chenay Bay, St. Croix, VI; and  
7 
WHEREAS, on October 31, 2023, the Governor of the Virgin Islands approved Minor 
8 
Coastal Zone Permit No. CZX-22-22W; and  
9

WHEREAS, title 12, chapter 21, section 911(e) of the Virgin Islands Code provides that 
1 
the Governor’s approval of any coastal zone permit, or lease must be ratified by the Legislature 
2 
of the Virgin Islands; and 
3 
WHEREAS, it is the intent of this act to ratify the Governor’s approval of Minor Coastal 
4 
Zone Permit No. CZX-22-22W; Now, Therefore, 
5 
Be it enacted by the Legislature of the Virgin Islands: 
6 
SECTION 1.  Pursuant to title 12, chapter 21, section 911(e) of the Virgin Islands Code, 
7 
the Legislature of the Virgin Islands ratifies Minor Coastal Zone Permit No. CZX-22-22W 
8 
issued to Joel Ureta by the Commissioner of the Department of Planning and Natural Resources 
9 
and approved by the Governor on October 31, 2023, for the use and occupancy of the 
10 
submerged lands seaward of Heathen Cove, Chenay Bay, St. Croix, Virgin Islands and for the 
11 
installation of a recreational buoy with a mooring. The buoy is to be installed at Heathen Cove, 
12 
Chenay Bay, St. Croix, Virgin Islands.
