proposals
of the mineown
ers for the settlement
of the strike which
has
been
in
progress
since
April Ist all
coal
fields in the United
Kingdom
were
affected
by the
decision
to ballot
on the
rejection
or acceptance
oi
the
mineown-
ers
‘erms
and
the
question
was placed
betore
the miners
withcut
recornmenda-
tions
from
the
conference
of d:legates
which
met
here
on
first June.
The
own-
ers final proposals
included
the establish-
ment
of a
new standard
minimum
wage
by raising the 1914
scale
to
that of 1919
in the
case
of
piece
workers,
by twenty
percent.
1t
was
provided that this
per-
centage
would,
be
calculated
on
the
out-
put for
March
1921
and would continue
in effect for twelve months.
The
owners
offered
to surrender
their profits
propor-
tionally to the
assistance
received
by the
various
disiricts
and
new distriet boards
would if the proposals
should be accepted
redistribute
the districts
on
an
economic
instead
of a geographic
basis
a national
wage
board
would
then
determine
the
ratio of profits
to wages
in each
district.
The
owners
suggested,
as
dn
alter-
native,
that
the
new
wage
standard
be
settled
by
a national
wage board,
or
by arbitration,
The
delegates
who
met
here
on
Juce
10th represented
959,000
miners.
The
result
of
todays
voting
will be announced
on
Friday.

coalfields
on
the
new
proposals
of the
mine
owners
which
the
men
are
to
ballot
on,
are
being
received.
The
Nottingham
min-
ers
have
decided
to abstain
from voting,
on
the
ground
that
they
were
ecalled
out
on
strike
without
being
e nsulted.
On
the whole,
however,
the
optimistic
feeling is beino maintained
that the
two
thirds
majority
required
to
continue
the strike
will not
be obtained.
In
the
course
of
a
speech
today
My,
Joseph
Birkin
a
notable
north
country
labour
leader,
thanked
God
for
the
failure
of
the extremists
among
the
miners
who
thought
to Russianize
the country.
The
demand
for
a
national
wages
pool
had
been
a
political idea
from
the
first
he
said,
so why did
the leaders
now
waste
time takirg
a ballot,
instead
of
admit-
ting defeat.
The leadership
among
the
miners
certainly
seems
to
have
become
nerveless,
as
witness
the
decision
in
many district,
counecils
not
to
give
the
men advice concerning
the
ballot.
Work-
ers
in these
sections
ascribe
this
to
eco-
wardice
on the
part of the leaders.
