macadam
and
the
other
party
wants
concrete
roads.
Now
I
look
upon
the honorable
4th
Member
for
Frederiksted
Country
District’s
amendment
as putting
oil
on
troubled
waters.
It
takes
the
decision
of a matter
of
which only a very few
of
the
members
of this
Council
have
any
real
knowledge
and
places
the
decision
in
the
hands
of
experts,
namely,
the
Road Commission
and
the Public
Works
Officer,
who then
have the responsibility.
I
can
therefore
favor
the
amendment
with
which
I should
think
both
parties
would be satisfied.

tion of our roads

to be ripped
up
a
proper
foundation
would have
to
be put
in.

contention
is,
we do
not
need
new
roads,
all we
leed at
pre:zent
is
to
improve
our
old
roads
by
reenforcing
them.
