asked

yesterday
whether

attention

been

called to a report
that
the
United
States

had seized
the
island of Taboga,
which

is the property
of the Republic
of
Pana-

ma,
for the
purpose
of erecting
fortifi-

cations,
and
whether,
in
view
of
Great

Britains
desire
to protect
the
rights
of
the
smaller
nationalities,
a
protest
had
been
made
to
the
United
States,
and
further, whether the
matter
could
be
re-
-
ferred
to the
League
of
Nations.

Under
Secretary
for
Foreign
Affairs,
in
replying,
described
the
proposal
of
the United
States
in 1908
regarding
the
defences
for
the
purpose
of protecting
the entraneto
the Canal
and
America’s
Jater
decision
action
thereon,
and
added
that it did not
appear
to
be
a
matter
in
which
the
British Government
was
call-
ed
uvon
to
intervene.
Major
Lowther
asked
why it was that Great
Britain
had
objected
to the
French
occupying
Frank-
fort and did not protest
when
the
United
States
occupied
an island belonging
to
a
small tnationality.

replying
said,
“There
is no
analogy
as
regards
Ger-
