COMMITTEE ON HOMELAND SECURITY, JUSTICE AND PUBLIC SAFETY BILL NO. 35-0044 Thirty-Fifth Legislature of the Virgin Islands February 27, 2023 An Act amending title 14 Virgin Islands Code, chapter 31, section 622, expanding the threshold for disorderly conduct towards law enforcement officers PROPOSED BY: Senator Franklin D. Johnson WHEREAS, law enforcement officers are being subjected to obscene, vulgar, and 1 profane language and threats by individuals; and 2 WHEREAS, law enforcement officers should not be subjected to abusive treatment as 3 they lawfully perform their duties; and 4 WHEREAS, this behavior should be unlawful towards Law Enforcement Officers while 5 on duty; Now, Therefore, 6 Be it enacted by the Legislature of the Virgin Islands 7 SECTION 1. Title 14, chapter 31, section 622 of the Virgin Islands Code is amended by 8 inserting new paragraph (3) to read as follows: 9 “(3) uses any vulgar, profane, indecent language, or threats with words or acts towards 10 any law enforcement officer lawfully engaged in the performance of his duties shall be fined 11 not more than $1,000 or imprisoned not more than 180 days, or both.” 12 2 BILL SUMMARY 1 This bill amends title 14 Virgin Islands Code, chapter 31, section 622, expanding the 2 threshold of disorderly conduct towards law enforcement officers. 3 BR23-0357/February 6, 2023/PFA 4
