Lord
Mayor
O’Callaghan
of
Cork,
who
arrived
in
Newport
News
last
week
as
a stowaway
without
a passport,
was referred

day
to
President
Wilson.
President
Wilson’s advice
was
sought
at
yester-
day’s
meeting
of
the
Cabinet.
The
President
thus
was called
upon
to decide
the
pocition® of Acting
Secretary
Davis
of the State Department,
who
has
insist-
ed
on
the exclusion
of
the Lord
Mayor
from
the
United States
for
attempting
to enter
without
a passport,
and that
of
Secretary
of
Labour,
Wilson,
who
has
refused
to
acknowledge
jurisdiction
of
the State
Department
until the
case
has
been
formally
presented
t
it
by
the
Labour
Department.

12th.—Foilowing a
con-
ference
between
Mri. Carvell, <hairman,
and
other
members

Railway
Commission
and
representatives
of
the
Canadian
Railways,
the

Manufacturers’
Assceiation

bodies,

was
anpounced
today
that
a
solution
had
been
found
to
ihe exchange
problem
as
avplied
to
in-
ternational freight
rates.
Commissioner
(arvell
said
that
he
was
unable
to
make

the
new
ar-
rangement,
because

must
be
ratified
by the Interstate
Commerce
Commission
of the United States.

however,
that it amounted
to a
plan

Canadian

pays
