Dear Senator Joseph, 
Thank you for your invitation to provide testimony on Bill No. 36-0105 (An act amending title 7 
Virgin Islands Code, chapter 13, subchapter III by prohibiting the possession, sale, or manufacture of 
tetrahydrocannabinolic acid, delta-6 THC, delta-8 THC and delta-10 THC products in the Virgin 
Islands and for other related purposes) at the Committee on Homeland Security, Justice and Public 
Safety hearing scheduled for 10:00 a.m. on Thursday, December 4, 2025, at the Frits E. Lawaetz 
Legislative Room on St. Croix.  
 
I am unable to attend the Committee hearing due to a previously scheduled crime reduction 
conference. Please note my views and opinions remain unchanged from the testimony I 
previously submitted on this bill.
