Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. AMENDMENT.

Section 412(8) of the Energy Conservation and Pro-

duction Act (42 U.S.C. 6862(8)) is amended by striking 
5
‘‘and the District of Columbia’’ and inserting ‘‘, the Dis-
