RESOLUTION OF THE BOARD OF TRUSTEES 
UNIVERSITY OF THE VIRGIN ISLANDS 
 
 
 
Purpose: To approve a PhD degree and the PhD program in Creative Leadership for Innovation 
and Change. 
 
 
 
WHEREAS, the University of the Virgin Islands is committed to excellence and enhancing the 
social and economic transformation of the U.S. Virgin Islands as part of the University’s vision; 
and 
 
WHEREAS, the establishment of a PhD program in Creative Leadership for Innovation and 
Change would be in concert with the objectives of Strategic Plan 2017: Pathways to Greatness; 
and 
 
WHEREAS, the establishment of the trans-disciplinary PhD program in Creative Leadership for 
Innovation and Change would provide a means by which practitioners from various fields 
including Education, Business, Public Administration, Health Care, etc. can obtain theoretical 
and practical knowledge for application to complex human organizations; and 
 
WHEREAS, on April 22, 2015, the Graduate Committee approved the establishment of the PhD 
degree and the PhD in Creative Leadership for Innovation and Change; and 
 
WHEREAS, on September 3, 2015, the faculty of the University approved the framework for 
PhD degrees for the University of the Virgin Islands; and 
 
WHEREAS, on September 24, 2015, the faculty of the University approved the PhD program in 
Creative Leadership for Innovation and Change provided that faculty approves policies for 
distance education and management of interdisciplinary PhD programs prior to enrollment of 
students in the program; and 
 
WHEREAS, on October 14, 2015, the Academic Research and Student Affairs Committee of 
the Board of Trustees voted to recommend to the Board of Trustees the establishment of the PhD 
degree and the PhD program in Creative Leadership for Innovation and Change. 
 
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE 
UNIVERSITY THAT: 
 
1. The establishment of the PhD degree program is hereby approved. 
2. The PhD in Creative Leadership for Innovation and Change is hereby approved. 
3. The President is authorized to take such action as is necessary to implement this 
resolution. 
4. This resolution shall become effective October 24, 2015.
