upcoming CYASP hearing scheduled for June 11, 2025, regarding the Paul E. Joseph 
Stadium Project: 
 
Derek Gabriel – Commissioner, Department of Public Works

I spoke with Mr. Gabriel directly at 340-344-6287 (personal cell). 
• 
He asked that we direct future communications to his work cell: 340-642-1300. 
• 
Mr. Gabriel stated that he will be off island for the entire month of June. He also 
shared: 
o He will attempt to provide a written testimony, though he’s unsure if he 
can commit. 
o He expressed that a letter alone may not be sufficient, as senators are 
likely to ask probing questions. 
o He does not feel comfortable sending a representative in his place, as 
others are not as fully informed.

Following up on our recent conversation, please find attached the formal 
invitation to the June 11, 2025, CYASP hearing regarding the Paul E. 
Joseph Stadium Project. 
As discussed, I understand that you will not be able to attend the 
hearing, as you will be off-island for the entire month of June. You 
indicated that you will submit a formal excuse letter in your absence, 
along with last month’s progress report for the Committee’s review and 
inclusion in the hearing record. 
Additionally, per your recommendation, we will contact the Office of the 
Senate President to request the most recent progress report on file.
