Order No. 13/2024



ORDER



WHEREAS, the Virgin Islands Public Services Commission (hereinafter “PSC” or



“Commission”) is administered by an Executive Director and an Assistant Executive Director;

and



WHEREAS, on September 26, 2022, the Commission appointed Ms. Sandra L. Setorie

to the position of Interim Executive Director and Ms. Tisean Hendricks as Interim Assistant

Executive Director in PSC Order 26/2022; and



WHEREAS, in 2021, through Act No. 8471, Section 3(c), the Legislature substantially

amended the statute governing the Directors of the Public Services Commission; and



WHEREAS, Act No. 8471, codified at 30 V.I.C. § 45(c), provides “the Public Services

Commission shall appoint an Assistant Executive Director from the alternate district in which the

Executive Director is located;” and



WHEREAS, on November 14, 2023, Sandra L. Setorie was confirmed by the 35"

Legislature to serve as the Executive Director of the Virgin Islands Public Services Commission;

and



WHEREAS, with the confirmation of the Virgin Islands Public Services Commission’s

Executive Director, the position of Assistant Executive Director became vacant and notice of the

vacancy was published; and



WHEREAS, the Executive Director, Sandra L. Setorie, received applications and

resumes, and formed a committee to conduct interviews for the vacant position of Assistant

Executive Director. After careful review and consideration, a report with recommendations was

submitted to the Commission for its consideration; and



WHEREAS, on December 12 and 13, 2023, the Commission held a Regular Meeting at

its offices located at No. 1003 Estate Ross, Suite 4, Barbel Plaza on the island of St. Thomas,
